DIETETIC SERVICE SUPERVISOR (GRADUATES OF STATE APPROVED COMMUNITY COLLEGE PROGRAMS) IN NURSING HOMES MUST NOW HAVE A NATIONAL CERTIFICATION AND BECOME CERTIFIED DIETARY MANAGERS

First: (Current CA Law) Why become a Certified Dietary Manager when your current certification has allowed you (in the past) to be a dietary supervisor in CA (compliance with CA State Health and Safety Code 1265.4)? Because it is not a recognized “national certificate”. There has been revised federal regulations (in nursing homes) as follows:
(F 362) §483.60(a)(2) If a qualified dietitian or other clinically qualified nutrition professional is not employed full-time, the facility must designate a person to serve as the director of food and nutrition services who--
(i) For designations prior to November 28, 2016, meets the following requirements no later than 5 years after November 28, 2016, or no later than 1 year after November 28, 2016 for designations after November 28, 2016, is:
(A) A certified dietary manager; or
(B) A certified food service manager; or
(C) Has similar national certification for food service management and safety from a
national certifying body; or
(D) Has an associate’s or higher degree in food service management or in hospitality, if the course study includes food service or restaurant management, from an accredited institution of higher learning; and
(ii) In States that have established standards for food service managers or dietary managers, meets State requirements for food service managers or dietary managers, and
(iii) Receives frequently scheduled consultations from a qualified dietitian or other
clinically qualified nutrition professional
THE FOLLOWING WAS RECEIVED BY EMAIL 2/6/2017 FROM TERRI BLACKWELL-GOETZ, CDPH, NUTRITION CONSULTANT UNIT CHIEF (formerly Patty Pasquarella) which stated the following:
We have just recently received guidance from CMS that the use of the words "or" and "and" in the above regulation indicates that the qualified Dietary Service Supervisor in California must also meet the requirement listed in (i)A-D in the listed time frames. This applies even if they satisfy the California Health and Safety Code 1265.4 with a state approved dietary service supervisor program. Unfortunately the state approved program is not a national certificate. I hope this helps clarify the answer to your question.

HANDY HINT: If a candidate passes the CDM exam, Health and Safety Code 1265.4, requires a 6 hr inservice training on CA Title 22 and CA Codes, which can be provided by anyone with this expertise. A manual entitled: “Mastering CA Title 22 and New Survey Procedures” meets intent of 6 hr of inservice training. It can be purchased at www.handydietaryconsulting.com. It is a self study, and the only training approved for 6 CPEs by ANFP for dietary managers. Once this self study is completed, document the certificate and training in the Dietary Manager’s Personnel File.
HOW TO BECOME A CDM:
Go to the website below to determine how you are currently qualified in CA and if that is an acceptable pathway to take the CDM exam (if not, then work toward meeting the criteria to take the exam.) NOTE: The state approved DSS programs (90 hr) in CA have the required courses and qualify a candidate to take the CDM Exam (Pathway III IF THEY HAVE THE TWO YEARS WORK EXPERIENCE.) There is no timeframe required (or how long ago these courses were taken.) But IF YOU QUALIFY TO PURSUE PATHWAY II AND IV, and you need an additional required course (s), there is ONE online program that is currently offering to assist you in this: University of North Dakota (there are others like the U of Florida that is working on this as well.) https://und.edu/academics/extended-learning/non-credit/dietary-managers/nfp-training-program/course-at-a-glance.cfm
IF YOU ARE IN A POSITION AS DSS WITH TWO YEARS WORK EXPERIENCE: Fill out the Application to take the Exam. This will require documents (transcripts) and a signed statement from your Administrator regarding your work experience in a management position. Check out the Grant Opportunities on the website.
IF YOU ARE A RECENT GRADUATE IN A DSS PROGRAM OR DO NOT HAVE THE TWOYEAR WORK EXPERIENCE: The Pathway III cannot apply to you. You must go to the Pathway I which requires a ANFP approved program. URGE YOUR DSSCOMMUNITY COLLEGE PROGRAM TO GAIN THIS APPROVE AND GET ON THEIR LIST.
Follow the steps to take the Exam, then Activate that Registration. Always remember that you must keep the required CEUs up to date and active membership.

Background The CDM®, CFPP® Credentialing Exam—offered since 1985—is part of the competency, of a dietary manager and has proven this by passing a nationally recognized credentialing exam, exam application. Pathway III: for graduates of a state approved or other approved 90-hour, as employment verification with your exam application. The following are listed as Pathways:
Exam Eligibility Requirements (from website) You are eligible to take the exam if you meet the requirements of one of the five pathways outlined below. The most popular is by graduating from an ANFP-approved dietary manager training program, which includes 120 hours of didactic education plus 150 hours of field experience.
Pathway I: for candidates who have graduated from an ANFP-approved dietary training program. You must submit a copy of your certificate of course completion, or your name must appear on the official graduate listing that is sent to ANFP by the college/school.
Pathway II: for candidates who hold a two-year or four-year college degree in foodservice management or nutrition, two-year culinary arts degree, or two-year hotel-restaurant management degree. Candidates must have completed a minimum of one course in nutrition and two courses in foodservice management. Please submit your transcripts with your exam application.
Pathway III: for graduates of a state approved or other approved 90-hour foodservice course, who also have two years of institutional foodservice management experience. You must submit employment information with your application.
Pathway IV: for current and former members of the U.S. military who have graduated from an approved military dietary manager training program and have attained the grade of E-5. You must submit your documentation of military training and pay grade when applying under Pathway IV to determine eligibility. Note that your exam fee may be reimbursable through the Montgomery GI Bill; visit www.gibill.va.gov for information.
Pathway V: for candidates who hold an alternate two-year, four-year or higher degree. Candidates must have a minimum of five years of institutional foodservice management experience, and must also complete one course in nutrition and two courses in foodservice management. Please submit your transcripts as well as employment verification with your exam application.
